Contexte : Le 14 mai 1770, à Concarneau : Le substitut du procureur général du Roy de la sénéchaussée de Conq prend l'initiative de demander à son sénéchal ( le juge ), de faire des descentes dans les moulins de leur ressort afin de vérifier les poids et balances utilisés par les meuniers. On verra que celui-ci démarre au quart de tour ! Peut-être a-t-il lui-même provoqué cette demande ?

Oui Messieurs, la situation de tous les habitants des paroisses sous notre ressort est presque à son comble, puisque tous ensemble gémissent sous des pouvoirs terribles, sous des abus invétérés et inventés même avec toute l'astuce possible. Et comment Messieurs y pourvoir, comment faut-il y porter remède ; comment pourra-t-on remonter jusqu'à la source et déraciner le malum quoad malum ad hoc ? Une chose Messieurs, nous semble à cet effet unique : Pour réussir très efficacement à faire rentrer le tout dans l'ordre ; et cette chose simple en son espèce est de facile exécution quoique des plus importantes. Oui Messieurs, les seuls meuniers depuis trop longtemps osent fronder impunément les Lois qui leur sont prescrites. Ils sont la plupart d'eux, et sans poids et sans balances et profitent de cette irrégularité énorme pour étancher leur soif, pour assouvir leur passion infâme et perpétuer leur scélérate habitude de prendre sans nulle certitude des grains en leurs moulins et de les rendre en farine après en avoir pris sans doute avec toutes mains ce que bon leur semble et que porte suivant les cris des particuliers ordinairement au double de leur dû quelque fois au triple et au-delà. À une prévarication si funeste, Messieurs, à toute l'espèce humaine de ce canton et à une contravention si formelle et qui lui devient tant onéreuse, il nous incombe fort de ne point nous assoupir. Et à ces causes : Je requiers pour le Roy et le Public qu'il vous plaise, Messieurs, ayant égard à tout ce que dessus, fixer jours pour descendre en tous les moulins quelconques situés ès paroisses de Beuzec Conq, Lanriec, Trégunc, Neves, Nizon, Melguen, Kernével, Scaer, Torche, Éliant, St Evarzec, Goenach, Pleven, Cloar, Perguet, Foesnant, Loc-Amand, et y vérifier l'état des poids et balances, en dresser procès-verbal, pour passé de ce être procédé contre tous meuniers fautifs contrevenant ainsi qu'il sera vu appartenir au Parquet.
